creating tracking GUI/Interface

Anybody out there capable of tracking a laser dot and matching it's movement to a grid displayed on a computer screen?
Basically I need someone who can program in C++ or whatever, and create a GUI that I can edit,(size shape and scale). I'm willing to pay, but I'm not loaded with cash. I don't have thousands of dollars to spend.
