Applying two filters

In an effort to improve vision performance outdoors i have an idea to apply two filters on the color balanced image. The bottom half is to be blurred while the top half the contrast increased. I think this (applying multiple filters on portions of the image) would be a good feature.Can this be done?

Dawson,
You should be able to do this with a combination of cropping, applying filter and then reassembling the image. If you have an image and robofile that you've tried please post it here.
