Increasing Camera FPS?

Hello,

I purchased a Dynex Desktop Web Camera, and the product description said it was 30fps, however it is really laggy and slow when I use it. Is there a way to increase it to 30 fps? I am using Vista. Should I free up some RAM?

RoboRealm says it is running at only 6fps max
