Recognise Starting Numbers

For a school project, I'am trying to filter out starting numbers of photographs.

After I filtert out the starting numbers I have to recognise the numbers with a Neural Network. I am programming this in C# and I hope that somewhone can help me with my problems.

With filtering out the startingnumbers i have a little bit of problems. I have to recognise a rectangle were in the starting number is. So that i can crop that part out of the image, and recognise the numbers. I hope somewhone can help me with this problem. you can also e-mail me at info@smeikkie.nl
