dot pattern match

I am trying to use a circle pattern as a fiducial. I can not seem to get RR to match this.
The circles are back lit IR targets and I am using a camera with an IR bandpass filter.

SO... there is no border with a threshold applied, just the dots.

I uploaded the fiducial pattern IR targetsnew.bmp and also newircap.jpg as a capture of what the camera actually sees (After the threshold)

I want to use the fiducial as it will tell me the size, orientation and positional information.

This is being used as a tracking target for a project.
